City Police polishes off NLCT

ITANAGAR, Nov 19: City Police has arrested Tana Hasi, self styled Finance Secretary of the Nationalist Liberation Council of Taniland, polishing off the organisation, who once claimed itself as the voice of the people of the state.

One AK 56 Riffle with ten live rounds was recovered from the Hasi who walked in Police trap at Jote as he was going out to meet a friend. He was one of the members who opened fire at Ganga market in May earlier this year. The team led by Officer C N Bui arrested Hasi, a school dropout and trice married.  A native of Balijan, he was trained by the NSCN IM at their base in Camp Hebron.  

With today’s arrest the City Police has added another to its long list of success stories.

City Police led by Hibu Tamang managed to nab all the top functionaries including self styled Commander in Chief of the organisation Anthony Doke and Area Commander Techi Bidu.

Doke, was arrested in June last from Assam's Sivsagar district.

When contacted Hibu Tamang said that Police team based on intelligence input managed to arrest evasive Hasi.  

Trained by NSCN (IM) and NDFB, NLCT had earlier on created a ruckus in the Capital region by serving extortion notices.

City Police Chief said that the organisation had no particular agenda except creating law and order problem and extracting money from the public.

Tamang said that there is no place for anti social elements in the society and City Police would not tolerate any one of them.

 

No compromise on quality education: Siram

PASIGHAT, Nov 19: Education Minister Bosiram Siram said that there would be no compromise with quality education in the state.

Siram further assured that NCERT books in the schools would be mandatory and there would be no arbitration in it.

He was speaking at East Siang District Coordination Meeting at DC's conference hall, Pasighat today. The minister asked officers to share greater responsibilities for effective and smooth implementation of govt. policies and programs while taking into confidence the common public. He further urged all the officers to be regular in respective posting places.

Siram, who made electoral history by getting elected two consecutive time from prestigious Pasighat constituency returned to his home constituency yesterday after his induction in the Dorjee Khandu led government.

Minister urged cooperation, advices from all the Department Heads, public leaders to implement his vision into reality.

He urged the department to gear up for centenary celebration of Pasighat Township in 2011 and appealed all the departments to start the preparation in right earnest.  

Besides other developments being taken up, the immediate step would be the establishment of 150-bedded Ayush Hospital at Pasighat, the minister added.

Siram further announced the proposal to invite the UPA Chairperson Sonia Gandhi to inaugurate the newly completed Raneghat Bridge over Siang River.

Deputy Commissioner Onit Panyang speaking at the meeting congratulated Siram on being inducted as a minister.

Later in the day, Siram visited Govt Secondary School Balek accompanied by DSE, DDSE, local officers and public leaders. He also attended a meeting of Pasighat market committee in the evening. (DIPRO)

 

APPSCE ‘assures rescheduling of Prelims’

ITANAGAR, Nov 19: All Arunachal Pradesh Students’ Union (AAPSU) president Takam Tatung Thursday informed that the union has been assured by APPSC chairman in-charge TS Boko that the APPSCE (prelims) will be conducted either in the last week of January or the first week of February next year. An AAPSU delegation, led by Tatung, had called on Boko this morning to apprise him of the situation arising out of the timing of the prelims, which falls simultaneously with other important university examinations. However, this information could not be confirmed from the commission.

 

How many more lives do we sacrifice?

ITANAGAR, Nov 19: The spat of road accidents in capital complex does not seem to be getting over. Adding to last week accident involving tracker and a bike, in which 18 year old young girl Kipa Yanung was brutally crushed, two more accidents shook Naharlagun town on Wednesday night.

The first accident took place near Chandni hotel where two bikes collided, however riders from both bike escaped with minor injuries.

Second accident a more serious one took place near Tata Motors showroom at Papu Nallah at around 10 pm. Chevrolet car coming from Itanagar collided head on with pulsar bike coming from opposite direction.

The condition of lone biker Tadu Kani is said to be serious and is under treatment in a city hospital. He is believed to be student of Rajiv Gandhi University and resident of Itanagar. The impact of collision was so strong that bike was tore into two pieces.

The driver of car ran away from the spot and police are yet to arrest him. According to police source they have traced the owner of vehicle and are hopeful of soon seizing the driver.

The consecutive accidents happening on the roads of twin town of Itanagar and Naharlagun has raised serious question mark over traffic safety especially during nighttime.

Empty road often incites people to over speed flouting all the traffic rules resulting in innumerable number of accidents.

In the recent days, city police officials have launched search drive against bikers for breaking traffic regulations.

However, many believe this is not enough.  Unless authorities take concrete steps including broadening of capital road and impose harsh traffic rules, we may end up losing more lives in the road of Capital Region.  

 

Arunachalee Engineergets software patented

ITANAGAR, Nov 19: Ani Taggu, the first software engineer from Arunachal Pradesh to work in the Silicon Valley, California, has again done the state proud by successfully patenting one of his works titled ‘Method and System for Virtual Prototyping’ in November this year in USA. His team worked for 3 years before filing for international patent in 2001 and US patent in 2002. After successful international class abstract patent,

 the USA patent office granted him the US patent no. 7613599 this year.

The invention is an advanced software system that enables electronic compilers to create prototypes of mobile phones, automobile control systems. Such prototypes accelerate design of embedded systems like mobile phones drastically. Ani Taggu, an M. Tech from IIT Kharagpur, is currently a faculty member at Rajiv Gandhi University, Arunachal Pradesh.

He is the son of Taling Taggu and Opet Taggu of Aalo and from a humble background.

His twin brother, Dr. Wasing Taggu, first MRCP in the state is currently pursuing CCT (Interventional Cardiology) in the East of England Deanery in the UK. This should encourage local students in their field of expertise to pursue their dreams.

Humility, honesty, hard work, and a backing from parents who dare to nurture the dreams of their children can go a long way indeed.

 

Opinion Leaders from Andhra arrives at Itanagar

ITANAGAR, Nov 19: A group of 15 Opinion Leaders comprising of Social Workers, NGO Activists, Health Workers, Journalists, Students, Conducting Officer and Conducting Assistant arrived on a 3 day conducted tour at Itanagar today.

 On the first day of their tour, the Opinion Leaders visited State Forest Research Institute, Chimpu.

Dr. G.N.Sinha, Director SFRI, other officers and scientist of the institute gave detailed information about the forest resources, bio diversity of Arunachal Pradesh and various research activities going on in the SFRI.

The Opinion Leaders were highly impressed with presentation and admired the lush green scenic beauty of Arunachal. They visited Geological and Non Timber Forest Products Museum at SFRI.

Later they also visited Van Vihar Kendra at Chessa.

The tour is organized by the Directorate of Field Publicity, Andhra Pradesh Region on the initiative of Ministry of Information & Broadcasting, Govt. of India.

The basic aim of this programme is to make Opinion Leaders aware of various developmental activities going on in different parts of the country so that when they go back to their respective states, they may also try to organize or replicate similar activities.  

 

Workshop on e-procurement system

NAHARLAGUN, Nov. 19: Rural Works Department, Govt. of A.P. in collaboration with National Informatics Centre has conducted three days workshop on e-procurement system, the software developed by NIC at Itanagar from Nov 12-14 at SIRD, Itanagar.

The system is envisaged to be first introduced in tendering for execution of Pradhan Mantri Gram Sadak Yojna(PMGSY) that

 is being implemented by Rural Works Department.

The workshop was organized for departmental engineers with view to create a pool of trainers for subsequent training programme for both departmental engineer and bidders.

Pilot implementation of e-procurement is planned to be started from January 2010 in Arunachal Pradesh, along with rest of the state in the country, informed Nyai Rigia, E.E. RWD (Hqs).                             

The e-procurement system will facilitate the complete process via internet including process that involve publishing of tender, submission of bid, technical evaluation, financial bid opening, financial evaluation  and awarding of work. Digital signature certificate are the integral part of the entire tendering process and will be required by government official and the bidders to access the system.

While inaugurating the workshop, Tape Bagra, Commissioner, RWD emphasized on foolproof system of tendering in electronic mode and create awareness amongst the bidder for smooth participation and to make the e-procurement system successful in the state.

Chief Engineer, RWD and State Information Officer, NIC, Itanagar also spoke on the occasion.

A.K Hota, Technical Director, NIC, Orissa and S.S. Selvan, Scientist-C, NIC, Chennai guided the trainees during workshop as resource persons.

 

‘Export Potential Survey and Strategies of Arunachal’

ITANAGAR, Nov 19: Indian Institute of Foreign Trade, under Ministry of Commerce, Govt. of India, is doing a study “Export Potential Survey and Strategies of Arunachal Pradesh”.

The study team comprises of Prof. K. Rangarajan, Prof. Gautam Dutta, Prof. S. Tripathi and Mr. D. Chakraborty made a presentation on the progress of the study in presence of M. Pertin, Commissioner (Trade and Commerce), Tokong Pertin, Director (Trade and Commerce) and other officials of Government Department on Nov 19.

Prof. Gautam Dutta made a detailed presentation of the study and its progress upto date.

Prof. K. Rangarajan also added his viewpoint and opined that Indo-Bhutan and Indo-Myanmar are getting emphasis in the report for opening up of border trade and man movement.  

The study has already assessed the primary products which are to be focused for export market.

 The study is presently identifying the value added products and world market.

Director, Trade and Commerce opined that the study report will open new vistas towards exportability of products from Arunachal Pradesh. The Commissioner (Trade and Commerce) urged the study team to complete the report in the scheduled time, which the study team agreed. Prof. K. Rangarajan mentioned that there would be a presentation of study finding with the stake holders including other people from Ministry.

A two day orientation program for the existing and prospective export oriented entrepreneurs has been proposed to the Director, Trade and Commerce and the Director agreed and said they are working on it.

 

Eucharistic Procession on Sunday

ITANAGAR, Nov 19: The Catholic faithful will rally behind the Lord Jesus in the Eucharist on Sunday next in a spectacular act of prayer and worship in the Annual Eucharistic Procession at the Capital Complex.  

A coordination meeting was held at Catholic Church Capital Complex under the Chairmanship of Rev. Fr. A.D. Jose SDB., the Parish Priest in which a large number of Catholic leaders participated.

The modalities of the procession was worked out in the meeting and Taw Tebin, the Chief  Coordinator, spoke of the unique way this year’s procession is going to influence the faith life of the Catholic faithful.  

It is noteworthy to remember that the Eucharistic Procession is an expression of the Catholics of their firm belief in the real presence of the Lord Jesus in the Eucharist in the form of bread and blesses all the believers.  

This belief of the Catholic Church is based on what is called the Theology of Transubstantiation which in effect means that while the accidental qualities of the bread are not changed, essentially the bread is changed into the Body of Christ.  

The Eucharistic Procession is a special occasion for the Catholic Faithful to pray for peace and prosperity of the State and to recommend to the Lord’s care all religious and civil and political leaders to take the State in the direction of abundance of all material and spiritual blessings.

 

Indira remembered on her birthday

NAHARLAGUN, Nov 19: Arunachal Pradesh also joined with the rest of the country in observing the Quami Ekta Week from Nov 19 to 25 next to commemorate the birth anniversary of former Prime Minister of India late Indira Gandhi with a week long programme.

In all government offices, the National Integration Pledge was administered to all officers and officials to uphold the unity and and work with dedication to preserve and strengthen the freedom and integrity of the nation. The pledge further affirmed never to resort to violence and continue to endeavor towards settlement of all differences and disputes relating to religion, language, region or other political or economic grievances by peaceful and constitutional means.

The Directorate of Information & Public Relations here also joined in observing the day. On the occasion, Director Leki Phuntso spoke on the significance of the day and administered the National Integration Pledge to the officers and officials at the Directorate premises.

Commemorating the birthday of Late Prime Minister of India Smti Indira Gandhi, Quami Ekta Week is being observed here in the Deputy Commissioner Office, Papum Pare also joined the rest of the country in observing the day.

Additional Deputy Commissioner Tayi Kaye administered the National Integration pledge to the gatherings of the head of offices, administrative officers and staffs in the premises of the DC office, reports DIPRO.

New Delhi: Prime Minister Manmohan Singh led the country in paying homage to the late Prime Minister at her memorial Shakti Sthal here.

Congress Chairperson Sonia Gandhi, General Secretary Rahul Gandhi along with high dignitaries and senior party leaders offered floral tributes at her memorial.

An all-religion prayer meeting was also held to mark the day.

Dr Singh, Lok Sabha Speaker Meira Kumar and Ms Gandhi paid floral tribute to the leader at her portrait in the Central Hall of Parliament House.

Leader of the House (Lok Sabha) Pranab Mukherjee, Leader of the Opposition (Lok Sabha) L K Advani, several Union Ministers, Members of Paliament and others also paid homage at the portrait.

A series of functions were organised and many welfare programmes launched across the country to mark the day.

 

NNA encourage usage of Nyishi language

ITANAGAR,  Nov 19: Nyishi Nyem Acham has taken up the mettle of encouraging Nyishi language within the community. The fear that future generation may forget their own mother tongue, the women brigade of Nyishi society has came up with noble idea of making their dialect more popular in the streets of Nyishi dominated districts.

In this regard, they organized a meeting on Thursday where beside executive members of Nyishi Nyem Acham, ordinary women like vegetable vendors of Itanagar markets attended.

Dwelling on the importance of safeguarding Nyishi dialect Higio  Aruni, President of Nyishi Nyem Acham said, “We should feel proud to speak our language. Even though there may be bit variation in the accent of Nyishi speaker from Kurung Kumey, East Kameng or Papum Pare but we should all interact with each other in our own mother tongue only.”

Various speakers during the meet stressed on the need to work towards presenting better image of community to the rest of the world. There was general consent among women that they need to spearhead the movement of exposing beautiful side of Nyishi to fellow brethren of state.

 

Orientation prog on Hindi language gets underway

NAHARLAGUN, Nov 19: The teaching community should prove their worth remembering the profession a pious one particularly while undergoing training for correct use of language, said M Nyori, DDSE (Estt), Directorate of School Education.

Nyori attended the inaugural function of the 20 days orientation programme for Hindi teachers of Papum Pare district at DIET, Naharlagun today.

Addressing the trainees, Hari Bam stressed the importance of correct usage of the language especially by the teachers, in non-Hindi speaking society. Observing the growing popularity of the language among the younger generation and common people, Bam opined that the Arunachal Pradesh would become fully Hindi speaking state in another 10 years.

Prof. Hari Shankar, Regional Director of Central Institute of Hindi, Guwahati, whose institute is playing an important role in spreading Hindi language across the globe, described the uniqueness of the language and said the teachers should be imparted regular training on the language to keep themselves updated with the latest modifications.

District Adult Education Officer TT Tara informed that altogether 50 teachers are participating in the programme which is organized under the sponsorship of CIH, Guwahati.

DK Bondyopadhyay, APO and Dr. AK Mishra, Coordinator, PED, Papum Pare also spoke on the occasion.

 

A case of leaking toilet

ITANAGAR, Nov 19: The residents of E-Sector, Itanagar near JNK Public School, Itanagar highlighting their problems said ‘the toilet outlet pipe of the institution has been dislocated from the septic tank for last four five months and despite appeal to the Principal, the school authority has failed to initiate positive action till today'.

It appealed the concerned magistrate to issue a letter to the head of the institution to restore the dislocated pipe.

It also appealed the concerned authority to serve a notice to all the educational institution of the state capital for proper maintenance of toilet of their respective schools and colleges.

 

 

PT Memorial volleyball tournament

ITANAGAR, Nov 19: Banderdewa Karsingsa Youth Welfare Association will organize the 2nd Phassang Tafar Memorial Volleyball Tournament from November 27 to December 3 at Banderdewa.

APYC vice president Nabam Vivek would attend the opening ceremony on Nov 27 as chief guest while Doimukh ASM cum BCC president Tana Tahing would be the guest of honour.

 

Changes in administration

NAHARLAGUN, Nov 19: C.P. Mansai, Secretary Arunachal Pradesh Legislative Assembly Secretariat has been posted as Secretary, Law and Judicial, Parliamentary Affairs and Member Secretary, Arunachal Pradesh State Legal services Authority.

This order came to effect due to Mansai’s repatriation to parent department.

Further, A B Shukla, Secretary Personal, AR, Training, Vigilance will hold the additional charge of Cooperation, IPR and Printing with immediate effect and until further orders.

Commissioner Makbul Pertin is stand relieved from the charge of the departments of Cooperation, IPR and Printing, while Secretary Shukla stand relieved from the charge of departments of Law, Judicial and Parliamentary Affairs and Member Secretary, Arunachal Pradesh State Legal Services Authority, Itanagar, according to an official order from Department of Personnel.

 

Jury Award for NHPC

ITANAGAR, Nov 19: The NHPC has been conferred “Jury Award” by the Council of Power Utilities in association with KW conference for large scale implementation of hydro projects during 2009.

NHPC director (Personnel) R S Mina received the award from Union Minister of State for Power Bharatsinh Solanki at a India Power Award function held at New Delhi on Nov 17 last.

 

ANSU suggest use of pen and video recording

ITANAGAR: A day-after the All Arunachal Pradesh Students’ Union (AAPSU)’s  plea for the rescheduling APPSC preliminary exam, All Nyishi Students’ Union (ANSU) came out with suggestions for making the most prestigious exam free and fair.

In a representation to the APPSC secretary, the ANSU leaders impressed upon the authorities and said that ball pen be used while marking in answer script. They feared the present system of marking with pencil might give space for manipulation and distortion of the answer script.

ANSU also demanded video recording of viva-voce. It said that viva-Voice is an important part of the examination, which determines the fate of the candidates with a difference of just half or one mark. Therefore, to remove the doubt and dissatisfaction of the aspiring candidates, video recording should be introduced, the union said in the representation.

 

3G service

ITANAGAR: R Sanyal CGMT/NE-II Telecom Circle, Dimapur would launch the BSNL 3G service in Itanagar at Banquet Hall, Itanagar on November 21.

 

FVLCC appeals for road maintenance

ITANAGAR: Five Village Local Contractors Committee (FVLCC) appealed the Executive Engineer PWD Capital Division-B, Itanagar and the state government for maintenance of Jollang Panchayat road.

 

Livestock vaccination

ITANAGAR: State Animal Husbandry and Veterinary department will be conducting routine vaccination programme of livestock such as Mithun, cattle, pig against foot and mouth diseases and swine fever in and around Itanagar from Nov 24 next.

While Batt village, Chandranagar& police colony will be covered on Nov 24 under the programme, the same would be conducted at Upper Jullang, Lower Jullang and Dat village on Nov 25.

The Vaccination programme will cover Lobi, Sinkiview, Mob-1&II  on Nov 26 and Donyi-Polo area, P-Sector &Raj Bhawan  area will come under the programme on Nov 27. On Nov 28  the programme will be conducted at Dokum, Donyi-Colonies and Dera Natung College area.

Separate guidelines for the same purpose !  

 

Dear Editor,

Through your esteemed daily, I would like to draw the attention of the higher authorities of departments concerned regarding the flagrant negligence of duties by the invigilator of competitive exams that were conducted earlier.  Unfortunately, I have been a victim of such negligence and god knows how many more might have suffered like me.

Until now, I tried my best in 17th competitive exams on engineering department. Every time I feel, I did better. But alas! When result comes, my name never appears in the list.

Whereas the students who uses mobile phone and books in the examination hall passed and ultimately employed and the students like us who gave their exam with true spirit becomes failure.

Thus, our earnest request to the higher authorities of respective department is that please looks into the matter seriously and do not allow the cheater to pass. We are really fed up with such explicit dishonest practices. In addition, this type of dishonest practices will lead honest competitors like us in wrong way in near future.

“There is never a right time to do the right thing”

 

Dear Editor,

Through this esteemed daily, I would like to request APPSC that they should not postpone the date of the examination as demanded by the bunch of non-serious aspirants.

The request to defer the exam sounds irrational and mediocre especially in context of NET exam. The journey from the capital complex to their respective exam centre, barely take couple of days.

Besides, as they are doing masters in respective subjects they should focus in lectureship and research activities.

The problem is rooted there, just because they are not having any specific aim and making themselves "jack of all trade and master of none". Furthermore, examination requires minimum degree and not P.G or L.L.B.

If the small problem is taken into consideration then to boil down to a common point would be a gigantic task or it will never be achieved. By lashing out against the issue, I might be digging my own grave but we should learn to respect the decision as a proverb teaches us "There is never a right time to do the right thing".

On the other side, I think Commission have its own grievances.  If it is postponed, it might repeat themselves like the last time when it took more than two years to declare the results.

I implore the Commission to be affirmative in its words and act, closing all room for hiccup and hesitation.
